It reuses a set of\r\ncomputed CC parameters that are based on previously observed path\r\ncharacteristics between the same pair of transport endpoints. These\r\nparameters are saved, allowing them to be later used to modify the CC\r\nbehaviour of a subsequent connection.\r\n\r\nThis document describes the assumptions and defines the requirements\r\nfor how a sender utilises these parameters to provide opportunities\r\nfor a connection to more rapidly get up to speed and utilise\r\navailable capacity.
